Third person arrested in 2023 Carleton Place murder

An Ottawa man has been charged in connection to a murder in Carleton Place.

In November 2023, Rose Kerwin, 50, was found dead in the Mississippi River near Pakenham. Police arrested Marcel Lapensee, 56, and Samantha Osborne, 23, the following month and charged them with first degree murder.

Now, the OPP says a third man, Wayne Gerald Smith, 65, has been charged with accessory after the fact of murder. Smith appeared for a bail hearing, was released from custody and is scheduled to appear before a judge in Brockville on May 5.

The OPP said his charges stem from the disposal of the victim’s car, which has not been located.

Police said they’re still searching for Kerwin’s vehicle, a blue 2013 Mazda GX four-door sedan with Ontario licence plate CSXW383.
